About
The Elderly Assistance Service is subordinate to the executive director of DASM and operates with the staff provided for in the statute of functions and organizational chart, approved by decision of the Cluj-Napoca Local Council. The Elderly Assistance Service (code 809) includes:
- 809.1 – Day Center for Seniors no. 1. ,
- 809.2 – Day Center for Seniors no. 2. ,
- 809.3 – Home Care Unit.
- 809.4 – Day Centers for Seniors
In order to fulfill the tasks, he will collaborate with the other departments that provide social assistance services within the DASM, with the specialized services within the City Hall of Cluj-Napoca, as well as with state institutions, non-governmental organizations, volunteers, in the interest of the elderly.
Purpose:
The purpose of the "Home Care Department" social service is to prevent the institutionalization of elderly people, maintain functional autonomy in their own home and improve their quality of life.

- preventing the institutionalization of the elderly, by creating the necessary conditions to remain in the family environment;
- improving the level of information of people immobilized in bed or at home, on their rights, regulated by normative acts, as well as on the services offered by non-governmental organizations and state institutions specialized in the field of social assistance;
- protecting people who, due to reasons of an economic, physical, mental or social nature, do not have the opportunity to provide for their needs and develop their own capacities and skills;
- ensuring access to the social benefits provided by the legislation in force, for the elderly in Cluj-Napoca;
- identifying and activating community resources in order to solve the problems faced by the elderly and their families;
- supporting and developing community social services, supporting and subsidizing Romanian organizations and foundations that develop social programs for the elderly in Cluj-Napoca.

- drafting normative acts and other regulations specific to the public authority or institution, as well as ensuring their approval;
- the achievement of specific statistics, necessary for the achievement and implementation of public policies;

- the identification of risk situations and the establishment of prevention and reinsertion measures for people in the natural family environment and in the community;
- developing individualized plans regarding social assistance measures to prevent or combat social risk situations;
- supporting actions to place the person in a social assistance institution and facilitating their access to other specialized institutions (hospitals, recovery institutions, etc.);
- evaluating and monitoring the application of the social assistance measures that the person benefits from, as well as the respect of his rights;
- ensuring, through tools and activities specific to social assistance, the prevention and combating of situations involving increased risk of marginalization and social exclusion;
- ensuring the relationship with public services and/or other institutions with responsibilities in the field of assisting people with special needs;
- making records of the beneficiaries of social assistance measures at home;
- collaboration with non-governmental organizations and representatives of civil society, in order to ensure the provision and diversification of social services for single people with special needs and socially marginalized families or those at risk, depending on local realities;
- providing advice, methodological guidance and support to the NGO sector and accredited service providers that offer social services to the elderly;
- collaboration with the decentralized public services of the ministries, in order to develop social assistance programs of local interest;
- initiating partnerships and collaborating with NGOs and other representatives of civil society, in order to provide and diversify social services, depending on local realities, for the categories of dependent elderly people;
- collaboration with the decentralized public services of the ministries in order to develop social assistance programs of local interest at the homes of dependent elderly persons;
- providing technical support to support the implementation of social assistance activities at home or in institutions;
- ensuring the support of categories of elderly people for accessing the social services offered by caregivers at home individually, or in the network, under the conditions of the specific legislation in force;
- identifying and compiling records of elderly people in need;
- counseling and information on the social risk situation, as well as on the social rights of vulnerable elderly people in the face of the needs of everyday life;
- assessing the situation of the persons identified on the basis of the national grid for assessing the needs of elderly persons who require social assistance and establishes the plan of social services in order to maintain the autonomy of the elderly person and prevent the worsening of the independence situation;
- establishing emergency measures and actions, in order to reduce the effects of crisis situations;
- the development of programs in partnership with social service providers, which can be natural or legal persons, public or private, with a community character, in order to support the elderly in risk situations to prevent institutionalization and restore confidence in their own strength;
- ensuring the legal resolution of requests, reports and petitions received directly from citizens or from state, central or local public administration authorities and other organizations;
- drawing up the social surveys, the initial assessment and the intervention plan, necessary for the admission of elderly people to the care and assistance centers;
- serving the public according to the schedule established by the head of the institution;
- facilitates the missions of the authorities with verification and control attributions, making available to them, in accordance with the law, the documents created and kept within the service/archive;
- ensures the archiving of distributed documents and documents made within the service, according to the normative acts in force;
- fulfills any other duties provided by law or entrusted by the executive director of DASM, in accordance with the law.

Day Center for Seniors no. 1
(Multifunctional Center for Integrated Social Services for the Elderly no. 1)
The Day Center for the Elderly no. 1 is a day social service, without legal personality, in the structure of the Directorate of Social and Medical Assistance.
The headquarters of the Day Center for the Elderly no. 1 is in Cluj-Napoca, St. O. Iosif str., no. 1-3.
The Day Center for the Elderly no. 1 operates in a building structured on three levels (P+Et1+Et2), as follows:
- ground floor: meeting room, multifunctional room, reading room, coordinator's office, psychological office, kitchen and kitchenette, three bathrooms;
- 1st floor: three physiotherapy rooms, one physiotherapy room, a health education office, two changing rooms with showers;
- 2nd floor: painting room, manual work room, relaxation room, heating plant, kitchenette, two bathrooms and a storeroom;
- facilities intended for people with disabilities, namely an accessible lift and people with reduced mobility and four of the sanitary groups are adapted to the needs of people with disabilities;
- a lawned courtyard, furnished with two chess tables and eight wooden benches.
The goal The Day Center for the Elderly no. 1 aims to prevent marginalization and social exclusion, to increase the degree of social inclusion and to improve the quality of life of the elderly in Cluj-Napoca.

- to provide conditions that respect the identity, integrity and dignity of the elderly;
- to stimulate their participation in social life, to facilitate and encourage interpersonal, friendship and leisure connections;
- to ensure social services to prevent social marginalization, support for social reintegration.
Services offered in the Day Center for the Elderly no. 1:
- offers counseling and information, psychological counseling and emotional support, support for developing skills for an independent life, socialization and cultural activities (round tables, thematic meetings, participation in events and shows, exhibitions, excursions/hikes, etc.);
- physical recovery therapies and optimal health maintenance through physical therapy and physiotherapy;
- social and personal revaluation, charitable actions.

(Multifunctional Center for Integrated Social Services for the Elderly no. 2)
The Day Center for the Elderly no. 2 is a day social service, without legal personality, in the structure of the Directorate of Social and Medical Assistance.
The headquarters of the Day Center for Vârtnici no. 2 is in the municipality of Cluj-Napoca, Decebal str., no. 21 and B-dul 21 Decembrie 1989 no. 108.
The Day Center for the Elderly no. 2 operates in a building structured on three levels (P+Et1+Et2), as follows:
- ground floor: meeting room, physiotherapy room and health education office;
- 1st floor: multimedia room, physical therapy room, changing room;
- 2nd floor: reading room and storage spaces;
- men's and women's toilets and shower rooms.
The space on B-dul 21 Decembrie 1989 no. 108 has a meeting room on the ground floor and a media room and an office on the first floor.
The goal The Day Center for the Elderly no. 2 aims to prevent marginalization and social exclusion, to increase the degree of social inclusion and to improve the quality of life of the elderly in Cluj-Napoca.
