About

Social service Temporary Accommodation Center is established by Decision no. 441 of 12.09.2013 of the local council of Cluj-Napoca and operates under the Social and Medical Assistance Directorate. The goal of the social service of the Temporary Housing Center is to provide temporary shelter, social assistance services, psychological assistance, primary medical assistance, to homeless people from the administrative area of Cluj-Napoca and create the premises for their social reinsertion.

Beneficiaries of social services may be granted to homeless male adults from the municipality of Cluj-Napoca, regardless of age, race or religion, who request the services offered, have a precarious socio-economic situation, are deprived of the possibility of securing housing (temporary or permanent) and who , from a medical point of view, they are able to stay in the community and do not require permanent medical supervision.

People under the influence of alcoholic beverages and drugs, people with contagious diseases, people in a psychotic episode, as well as those known to be violent cannot benefit from the services offered.

capacity accommodation of the Center is 64 places. Beneficiaries' access schedule is between 08:00-22:00, with the exception of people who have a job

Admission to the center

Accommodation in the center will be done with the approval of the executive director of the Directorate of Social and Medical Assistance, at the proposal of the head of the center, following the social evaluation and based on the eligibility criteria of the beneficiaries.
The center decides on the period in which a beneficiary is accommodated in the center in relation to his individual needs, as well as according to his interest and involvement in the recommended social integration/reintegration activities.

Required documents:

  • standard application completed by the applicant
  • identity documents - domiciled in the municipality of Cluj-Napoca
  • medical certificate issued by the family doctor or attending physician certifying that the applicant is fit to live in the community;
  • income documents
  • documents proving the status of evacuated person;
  • any documents certifying the situation of a homeless person.

Services in the center

Temporary Accommodation Center provides each beneficiary with services in accordance with general quality standards and aimed at the specific and real needs of each assisted person, mainly:

  • It ensures the accommodation, equipment, equipment and hygienic-sanitary conditions necessary for the protection and sanitation of homeless people, as well as the sanitation of their property;
  • Ensures the protection and security of the beneficiaries; promotes and applies measures to protect beneficiaries against any form of intimidation, discrimination, abuse, neglect, exploitation, inhuman or degrading treatment
  • Medical care services: primary medical assistance, monitoring of health status, monitoring of prescribed treatments, facilitation of general medical check-ups in specialized units, facilitation of hospitalization in specialized hospitals for serious cases;
  • Social assistance services: support for obtaining identity documents, civil status, or other documents such as diplomas / certificates of schooling, certificates of length of service, etc.; guidance services and support for socio-professional reintegration (searching for a job, solving the housing situation, etc.); intermediation of participation in professional reconversion programs; instructive-educational activities;
  • It provides protection and assistance to the beneficiaries in knowing and exercising their rights: information and support in preparing files for social housing or for admission to care centers, files for inclusion in the degree of disability or for the granting of a pension, information and support in accessing other services or benefits
  • Psychological assistance services: individual psychological counseling for overcoming crisis situations and for family and social reintegration, counseling for health promotion; counseling for the identification and optimization of personal resources
  • It ensures the favorable climate for personal development, the socialization of the beneficiaries, the development of relations with the extended family and the community;

Beneficiary rights and obligations

The beneficiaries of social services provided in the Temporary Accommodation Center have the following rights:

  • to respect their fundamental rights and freedoms, without discrimination based on race, religion, opinion or any other personal or social circumstance;
  • to participate in the decision-making process in the provision of social services, respectively in the decision-making regarding the social intervention that applies to them;
  • to ensure the confidentiality of the information provided and received;
  • to ensure the continuity of social services provided as long as the conditions that generated the difficult situation are maintained;
  • to guarantee their dignity, privacy and respect for private life;
  • to participate in the evaluation of the social services received.

The beneficiaries of social services provided in the Temporary Accommodation Center have the following obligations:

  • to provide correct information regarding identity, family, social, medical and economic situation;
  • to participate, in relation to age, dependency situation, etc., in the process of providing social services;
  • to communicate any changes made in relation to their personal situation;
  • to collaborate with the employed staff and participate at the request of the mayor and the management of the center, in actions or works of local interest, with priority to cleaning and administrative activities inside the location and in the space intended for the yard and garden;
  • to comply with the terms and clauses established within the individual intervention plan;
  • to maintain body hygiene and clothing hygiene;
  • not to go to bed in street clothes and use the underwear provided;
  • not to be intoxicated;
  • not to use and not to come to the center under the influence of hallucinogenic substances;
  • not to introduce or consume alcoholic beverages in the premises;
  • not to smoke inside the center except in the designated smoking areas;
  • not to practice gambling in the center;
  • to clean the place where he consumed food and to maintain cleanliness in all premises;
  • to respect the center's staff;
  • not to steal or destroy goods from the inventory of the space;
  • not to behave physically and verbally aggressively in relation to other beneficiaries, staff, visitors or other persons with whom the beneficiary comes into contact;
  • not to commit acts of usury and illicit trade in the center;
  • in case of loss or expiration of identity documents, to notify and collaborate with the staff of the Temporary Accommodation Center for the procurement or updating of identity documents;
  • to declare in writing if he has suffered convictions or if he has committed crimes;
  • not to possess firearms, edged weapons or blunt objects that can cause bodily harm to other people;
  • to accept the job offered to him, except for those who can prove their incapacity for work with medical documents. Refusal of at most three jobs leads to exclusion from the Temporary Accommodation Center;
  • beneficiaries with income from pensions, allowances, salaries and even social assistance are obliged to save a monthly amount of money, for unforeseen expenses and even to support a rent, in the event that the duration of the service contract expires and it cannot be extended by act additional.

Team

The social service of the Temporary Accommodation Center operates with a number of 12 employees, according to the provisions of Decision No. 101/2015 of the Local Council of Cluj-Napoca:

  • management staff:
    • head of center - 1 position;
  • specialized care and assistance staff, specialized and auxiliary staff, 4 positions, of which:
    • social worker - 1 post;
    • psychologist – 2 positions;
    • medical assistant - 1 position;
  • staff with administrative functions, 7 positions, of which:
    • caretaker – 1 position;
    • skilled worker - 1 position;
    • guard – 5 positions;

Partnerships

Temporary Accommodation Center collaborates permanently with professionals, local administration authorities and other services in the field of social assistance and at the same time promotes teamwork both internally and externally. Among the main collaborators are:

  • Peniel Tinca Christian Association, Bihor county, who offered us support by internment in Tinca Home for the Elderly of people who benefit from modest incomes
  • Center for Social Cases Tinca, Bihor county, which offers residential services to people without income transferred from our center
  • Association "A warm meal", which offers our beneficiaries a hot meal every working day
  • Prison Fellowship Foundation, which offers our beneficiaries a hot soup every working day
  • Association "Missionaries of Padre Pio" which offers 2 hot meals weekly (course 1 and 2), bread and food
  • Foundation "St. Protection of the Mother of God", who every weekend provide food to our beneficiaries and who also supported us with clothing, shoes and other necessary things
  • SC Fish Taverna La Marin SRL, which offers monthly fish sandwiches to our beneficiaries
  • A Table with Soul SRL, which periodically offers pizza to the center's beneficiaries
  • Center for Social Inclusion and other centers and services subordinated to the Directorate of Social and Medical Assistance
  • St. Dimitrie Basarabov program, which offers support to CGT beneficiaries affected by the disease of alcoholism by initiating and developing specialized information and counseling services for recovery from addictions
  • Holy Family Polyclinic which offers free medical services to people in a precarious material situation and which supported us by providing specialized medical consultations and necessary medicines to our beneficiaries
