Child and family protection service

Scope

Preventing the separation of the child from the family, monitoring the evolution of the child's development and the way parents exercise their parental rights and obligations, preventing abusive behavior and violence in the family, preventing the violation of the child's rights and carrying out actions (campaigns, prevention programs) to identify problems at community level and intervention on them, monitoring of children with parents gone abroad, identification and monitoring of children at risk.

  • Monitors and analyzes the situation of children in the administrative-territorial unit, as well as the manner in which children's rights are respected, ensuring the centralization and synthesis of relevant data and information;
  • Performs the activity of preventing the separation of the child from his family;
  • Carry out the administrative formalities for the registration of the birth of the abandoned child in a health institution and of the found child;
  • Draws up the service plan in order to prevent the separation of the child from his parents and pursues the proposed objectives;
  • Identifies and evaluates the situations that require the provision of services and/or benefits to prevent the separation of the child from his family;
  • Prepares the necessary documentation for the provision of services and/or benefits and grants these services and/or benefits, under the law;
  • It provides advice and information to families with dependent children on their rights and obligations, on the rights of the child and on the services available locally;
  • Ensures and monitors the application of measures to prevent and combat alcohol and drug consumption, to prevent and combat family violence, as well as delinquent behavior;
  • Periodically visit families and children who benefit from services and benefits at home;
  • Forwards proposals, if it is necessary to take a special protection measure, under the law;
  • Follows the evolution of the child's development and the way in which his parents exercise their rights and fulfill their obligations regarding the child who benefited from a special protection measure and was reintegrated into his family;
  • Identifies the situation of children whose parents are working abroad, plans the intervention and provides primary services, as appropriate;
  • Monitors cases of domestic violence in the territorial unit served; ensures access to information at the request of judicial bodies and parties or their representatives;
  • Identifies risk situations for the parties involved in the conflict and directs them to specialized services;
  • It supports victims of domestic violence, including through health recovery and social reintegration programs;
  • Facilitates the access of family aggressors to psychological, respectively psychiatric, dealcoholization, detoxification treatments, as the case may be;
  • Performs case management in the field of child protection and family violence;
  • Ensures the initiation and maintenance of good collaborative relationships and partnerships between the Directorate of Social and Medical Assistance organized as a public service under the local Council of Cluj-Napoca and the services and institutions with responsibilities in the field of social protection, authorized public and private bodies, from national and international level;
  • It deals with the organization of social events alongside the specialized services of the Social and Medical Assistance Directorate organized as a public service under the Cluj-Napoca Local Council;
  • Carry out lobbying and advocacy actions;
  • It promotes the image of the Directorate of Social and Medical Assistance organized as a public service under the Local Council of Cluj-Napoca.
