Assistance service for people with disabilities

The Assistance Service for Persons with Disabilities ensures the application of the provisions of the legislation in force regarding the protection and promotion of the rights of persons with disabilities, as well as any persons in a situation of social risk.

In order to fulfill the tasks, he will collaborate with the other departments that offer social assistance services within the Social and Medical Assistance Directorate, with the specialized services within the Cluj-Napoca City Hall as well as with state institutions, non-governmental organizations, volunteers, in the interest of to people with special needs who are the object of the protection of this service.

People with disabilities

The services and benefits provided to people with disabilities are:

• preparing the social surveys necessary for the assessment of adults with disabilities by the Commission for the Assessment of Adults with Disabilities;
• Initial and/or comprehensive assessment of children for disability classification. Conducting social surveys. Monitoring.
• carrying out social surveys in order to obtain the school and professional guidance certificate.
• taking over, verifying and preparing the documentation necessary to obtain the monthly allowance for people with severe disabilities who have opted for it instead of a personal assistant;
• ensuring free public urban transport for people with severe disabilities and their personal assistants or companions and for people with severe disabilities or their companions;
• Issuance of the parking permit-card for the disabled;
• drawing up and submitting the file to DGASPC Cluj for the admission of disabled people to the Care and Assistance Centers under the Directorate of Social Assistance and Child Protection Cluj;
• collaboration with the General Directorate of Social Assistance and Child Protection Cluj in order to solve the problems of disabled people;
• undertakes actions in order to raise awareness and raise social awareness towards the problems of people with disabilities;
• undertakes actions aimed at preventing or limiting situations of difficulty or vulnerability, which may lead to the marginalization or social exclusion of persons with disabilities, according to the legislation in force;
• undertakes actions aimed at strengthening collaborative relationships with various institutions with attributions in the field of social assistance, in order to organize seminars, meetings, information for people with disabilities.
• drawing up the social surveys, at the request of the social insurance expert doctor, necessary for the expert assessment of the pensioner classified as disabled;
• establishing emergency measures and actions, in order to reduce the effects of crisis situations;
• ensuring the resolution within the legal deadline of requests, notifications and petitions received directly from citizens or from state, central or local public administration authorities and other bodies;

• develops programs in partnership with social service providers, who can be natural or legal persons, public or private, with a community character in order to support people with disabilities in risk situations to prevent institutionalization and restore confidence in their own strength;
• ensuring the granting of other social benefits, under the conditions of the legislation in force;
• performs social and administrative counseling (guidance to various institutions, steps to obtain rights according to the legislation in force, etc.).

Grant of monthly allowance to persons with severe disabilities

The approval of the right to allowance is done by the mayor's decision, starting with the month following the submission of the application.
